What Is the Service Contracting Program?



The Service Contracting Program is an initiative program of the Land Transportation Franchising and Regulatory Board (LTFRB) that is tailored to financially support public utility vehicle (PUV) drivers and operators through performance based-incentives. Under this program, drivers and operators will be paid based on the maximum number of trips that they have made per week with or without passengers. The Service Contracting Program was primarily created to help transport workers who have been immensely affected by the COVID-19 pandemic.





Service Contracting Program Phase 3 for 2022



Last March 21, 2022, the Department of Budget and Management (DBM) released a 7-billion-peso budget to the Department of Transportation (DoTr) for the phase 3 of the Service Contracting Program. The continuation of this program is geared towards sustaining the mobility needs of the commuting public and guaranteeing them that the service is efficient and reliable. The program is complemented by the free rides provided through the Libreng Sakay Program.


Phase 3 of the Service Contracting Program will run from March to December 2022, or until all funds are spent. Same with its original plan, drivers and operators will be paid according to how many trips they have made within a week and these trips will be counted using a GPS tracker.
